Analytical Frameworks
Flatter & Associates, Inc. employs numerous analytical frameworks in order to deliver holistic solutions to our Partner-Clients:
DOTMLPF: Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, and Facilities
JCIDS: Joint Capabilities Integration and Development System
MPP: Marine Corps Mission Planning Process
ZBRA: Zero-Based Review Analysis

Four-Pillars Methodology
In order to create and sustain our holistic solutions, Flatter relies upon our four pillars review methodology:
Strategy:       Identifies where and why the organization is going
Processes:     Determines how it is getting there and what it will need
People:          Propels the organization
Technology:  Enables the journey

Engagement Methodology:
Flatter engages with our Partner-Clients through a six–phase engagement methodology:
Partner: Our Partner-Client relationship is founded, the magnitude of the engagement is scoped, and contracts are signed.
Assess: Data collection is conducted through means such as site visits, document analysis, and semi-structured interviews; strategies are articulated; current processes are mapped; employee knowledge, skills, and abilities are identified; technological capabilities are identified.
Analyze: Analysis of “As-Is” strengths, weaknesses, opportunities, and threats (SWOT) of the organization. Lists of issues/themes compiled in an Investment Portfolio of transformational initiatives to include detailed costs and benefits. Vision of “To-Be” strategy, processes, people, and technology identified and articulated.
Decide: In consultation with our Partner-Clients, initiatives are selected from the Investment Portfolio to execute as either short, intermediate, or long-term initiatives that will transform the organization from “As-Is” to “To-Be.” A robust Plan of Action & Milestones (POA&M) is written to carry out the decisions.
Implement: Program Management expertise is employed to execute the decisions per the agreed POA&M.
Sustain: Program Management expertise is employed to iteratively update the four-pillars.

Quality Assurance
Flatter constantly evaluates our performance to ensure the delivery of excellence in every Partner-Client engagement.  Our Quality Assurance program is one of our many time tested, repeatable processes that encompass a disciplined system of planning, budgeting, reviewing, testing, inspecting, auditing, and reporting on quality throughout the life of the program/project.

Risk Mitigation
Flatter understands that risk is inherent in functional area support activities, but realizes that thoughtful and continuous management can mitigate risk.   To this end, we employ a six-step, proactive approach for managing risk, which focuses on risk identification and intervention rather than a passive approach of after-the-fact problem solution.   Our approach stresses the following elements:
Identifying key targets for success;
Identifying risks that can threaten elements of success;
Analyzing risk;
Mitigating risks;
Monitoring and reporting risks; and
Establishing specific actions to minimize risk.
